We are southern civil society organizations , bring to your attention what the Yemeni military forces have done against civilian citizens in the southern city of Seiyun in terms of using excessive force against a protest demonstration called by the Federation of Trade Unions in Hadramout Valley , southern civil society organizations in Hadramout, and several women's organizations.
Today, thousands of civilians took part in a demonstration to denounce the deterioration of essential services and demand the payment of salaries and improvement of living, while the Yemeni government forces responded to that peaceful demonstration by firing live bullets at the participants and launched a campaign of arrests of its activists, which resulted in dozens of wounded and hundreds of them arrested.
We are Southern civil society organizations condemn in the strongest terms these grave violations of the right of civilian citizens who came out to peacefully express their right to a normal life and essential services.
In our appeal, we find no justification for directing it to the Yemeni political and military leaders, if they are not the ones behind these violations, especially since they were repeated in a number of cities, including the capital, Aden, Mukalla, Ataq and other southern cities.
We direct our appeal directly to the Arab coalition forces, and we call on them to fulfill their legal duty to prevent Yemeni military forces from harassing civilian citizens in the south, and to meet the demands of the demonstrators to improve their livelihood, pay their salaries and provide their necessary services, in accordance with the legal obligation to place Yemen under Chapter Seven of the United Nations Charter.
At the same time we call on you, as the United Nations High Commissioner for Human Rights, to quickly intervene to stop these grave violations , as violations that are inconsistent with international provisions on civil and political rights, which guarantee freedom of expression and peaceful demonstration, and condemn any violations of these rights
We direct our call to international humanitarian and human rights organizations to adopt the cause of the people of the South and to provide for their right to a decent life.
We call for the arrest of those who shot at the demonstrators and those who arrested the activists, as well as those standing behind them, including political and military leaders, and to ensure that they do not have impunity.

إلى السيد مفوض الأمم المتحدة السامي لحقوق الانسان..
إلى المنظمات الدولية الحقوقية والإنسانية ..
نحن منظمات المجتمع المدني الجنوبية، نرفع إلى مسامعكم ما أقدمت عليه اليوم القوات العسكرية اليمنية بحق المواطنين المدنيين في مدينة سيئون الجنوبية، من قمع وتنكيل، واستخدام القوة المفرطة لتفريق مظاهرة احتجاجية دعاء إليها اتحاد النقابات العمالية بوادي حضرموت ومنظمات المجتمع المدني الجنوبية في حضرموت، بما فيها عدد من المنظمات النسوية. فقد خرج اليوم الآلاف من المواطنين المدنيين في تظاهرة للتنديد بتدهور الخدمات الضرورية والمطالبة بصرف الرواتب وتحسين المعيشة، بينما قوات الحكومة اليمنية تصدت لتلك المظاهرة السلمية بان أطلقت الرصاص الحي على المشاركين، وشنت حملة اعتقالات لنشطائها، هذا ما أداء إلى إصابة العشرات واعتقال المئات منهم.
إننا منظمات المجتمع المدنية الجنوبية ندين بأشد عبارات الإدانة هذه الانتهاكات الجسيمة بحق مواطنين مدنيين خرجوا للتعبير سلميا عن حقهم في معيشة طبيعية وخدمات ضرورية.
وفي مناشدتنا هذه لا نجد ما يبرر توجيهها إلى القيادات السياسية والعسكرية اليمنية، باعتذارها على علم ودراية بما تقوم به قواتها العسكرية بحق المواطنين, إن لم تكن هي من يقف خلفها، لاسيما و إنها تكررت في عدد من المدن منها العاصمة عدن و المكلا وعتق وغيرها من المدن الجنوبية.
ولهذا نوجه مناشدتنا مباشرة إلى قوات التحالف العربي، وندعوها إلى القيام بواجبها القانوني، في منع القوات العسكرية اليمنية من التنكيل بالمواطنين المدنيين في الجنوب، وان تلبي مطالب المتظاهرين في تحسين معيشتهم وصرف رواتبهم وتوفير خدماتهم الضرورية، بموجب الالتزام القانوني لوضع اليمن تحت البند السابع من ميثاق الأمم المتحدة.
وفي الوقت نفسه نناشدكم كمفوضية سامية للأمم المتحدة لحقوق الانسان بالتدخل السريع لوقف تلك الانتهاكات الجسيمة، باعتبارها انتهاكات تتعارض مع أحكام العهد الدولي الخاص بالحقوق المدنية والسياسية، التي تكفل حرية التعبير والتظاهر السلمي، وتدين أية انتهاكات لهذه الحقوق.
ونوجه ندائنا إلى المنظمات الدولية الإنسانية والحقوقية بان تتبنى قضية شعب الجنوب والضغط لتوفير له حقه في حياة معيشية كريمة.
إننا ندعو إلى سرعة القبض على من أطلق النار على المتظاهرين ومن قام باعتقال الناشطين، وكذا من يقف خلفهم من قيادات سياسية وعسكرية، للحد من تكرارها في مدن أخرى، وضمانا لعدم جواز إفلاتهم من العقاب.
